Ross Ramsey comments on some of the highs and lows of the legislative session that just wrapped up on June 1. Since the stimulus plan fulfilled many budget issues, the legislature had more room to work with. Higher education seemed to come out on top as the new top 10% cap was finalized and teachers received pay raises. Ramsey considers this session successful for Perry, but a hit or miss for many critics. It is certain that in the next Texas Governor’s Race, Perry’s opponents will attack his administration for not tackling the life line issues of the Texas Department of Transportation and Department of Insurance. Since these agencies do not expire until 2010, the governor has about 15 months to declare a special session.
